And so, the employer can bring in a foreign worker. LMIA will become the employers’ mainstay, the first condition, for their foreign-worker work-permit applications.
The whole thing has become a long process with a lot of scrutiny — the job-seekers will have to be sure that the employer possesses a valid LMIA already. Access to low-wage jobs through TFWP in many cities has become tough, especially in regions of high unemployment.
